Does anyone know where the following snatch of dialogue comes from?

(It's sampled on a Voodoo Lovecats record and i've been wondering for ages where it's from).

On the other hand, the targetting and discrediting of scientists as the main enemies of the Visitors' 'fascist state' could have some relevance today..
